Grosvenor Buildings Harrogate and intrusive passive fire investigations

The Grosvenor Buildings in Harrogate are something of a local landmark. They sit on Crescent Road, overlooking a small, though perfectly formed park area called Crescent Gardens. Rose beds and herbaceous borders form a green walkway towards Kings Road and the Harrogate Convention Centre. Up there you will find the new development, Springfield Court, where we were contracted for:

  1. Communal fire risk assessments
  2. Fire compartmentation surveys
  3. Fire risk assessments

If you’re sort of familiar with Harrogate you may know it as the place where high end retail units (like Aga and La Cornue) sit below converted residential apartments.

Grosvenor Buildings on Crescent Road in Harrogate is a fine example of Victorian architecture within the elegant Montpellier Quarter.
Built around 1874–1875 by the architect John Henry Hirst, the building reflects the town’s period of rapid development when Harrogate was emerging as one of England’s leading spa destinations. The terrace is constructed from dressed gritstone ashlar with a slate roof and features ornate detailing such as rusticated pilasters, arched sash windows, and a cornice decorated with draped urns.

Originally designed with shops at street level and residences above, the building continues to serve a mixed use today, with commercial units on the ground floor and converted luxury apartments occupying the upper levels. Many of these flats offer views across Crescent Gardens and the surrounding conservation area. Grosvenor Buildings remains a prominent part of Harrogate’s architectural heritage, combining historic character with modern living in one of the town’s most desirable locations.

Intrusive passive fire investigations

Intrusive passive fire investigations are an essential part of ensuring that a building’s fire safety measures meet both regulatory and practical standards.
For Block Compliance Ltd, these investigations form a crucial stage in verifying the true condition and effectiveness of a building’s compartmentation, cavity barriers, and fire-stopping systems. Unlike visual surveys, intrusive investigations involve carefully opening up concealed areas, such as walls, ceilings, risers, and service voids, to expose the hidden fire protection measures that cannot be assessed otherwise.

This detailed approach enables our team at Block Compliance Ltd to identify issues that may compromise fire resistance, including unsealed service penetrations, damaged fire-stopping, and missing or poorly installed barriers. The findings from these investigations are accurately recorded through photographic evidence, material sampling, and as-built drawings, forming a robust evidence base for fire risk assessments, building safety case reports, and remedial planning. Each investigation is conducted methodically to limit disruption, using controlled access methods and reinstatement by competent contractors where required.

Working in partnership with stakeholders

The company’s team works closely with building owners, managing agents, and duty holders to prioritise life safety while ensuring compliance with Approved Document B and the Fire Safety (England) Regulations. By combining specialist knowledge of passive fire protection with a practical understanding of construction, Block Compliance Ltd delivers reports that clearly outline any defects, their potential impact on fire performance, and recommended remedial actions.

Intrusive investigations are particularly valuable in older or complex buildings, where fire protection measures may have been altered or concealed over time. Through this process, Block Compliance Ltd provides clients with the clarity and assurance needed to demonstrate that their buildings meet the highest standards of safety and regulatory compliance – supporting a safer built environment across Harrogate, Leeds, and beyond.
